HM issues five Royal Decrees



Muscat: His Majesty Sultan Qaboos bin Said has issued five Royal Decrees as follows:

Royal Decree No 44/2014 lifts the quality of "public utility" from some of the maps falling within the boundaries of the diagram of the Special Economic Zone in Duqm.

Article 1 states that the quality of "public utility" shall be lifted from some of the maps falling within the boundaries of the diagram of the Special Economic Zone in Duqm as specified in the memo attached to the Decree.

Article 2 amends the location and boundaries of the Special Economic Zone in Duqm in accordance with the diagram attached to the decree.

Article 3 cancels all that contravenes this Decree or contradicts its provisions.

Article 4 states that the decree shall be published in the gazette and shall be enforced on the day following its date of publishing.Issued on August 19, 2014.

Royal Decree No 45/2014 transfers prerogatives of registration and technical licences to the Ministry of Information.

Article 1 states that the Ministry of Information shall assume the powers and prerogatives of registration and technical licences, to be transferred from the Ministry of Heritage and Culture.

Article 2 stipulates that specialised employees tasked with registration and technical licences shall be transferred from the Ministry of Heritage and Culture to the Ministry of Information with the same designated job status. The records pertaining to registration and technical licences shall also be transferred to the Ministry of Information.

Article 3 states that the Minister of Heritage and Culture and the Minister of Information shall issue the decisions necessary for the implementation of this Royal Decree.

Article 4 cancels all that contravenes or contradicts the provisions of this Decree.

 Article 5 states that the Decree shall be published in the gazette and shall be enforced after 30 days from its date of publishing.Issued on August 19, 2014.

Royal Decree No 46/2014 ratifies the (amended) joint agreement on investment of Arab capitals in Arab countries.

Article 1 ratifies the (amended) Joint Agreement on the Investment of Arab Capitals in Arab Countries — approved by the Arab Economic and Social Development Summit in its 3rd session held in Riyadh on January 21 and 22, 2013 — as per the version attached to this Decree.

Article 2 instructs the competent authorities concerned to deliver the document on ratification of amendment of the aforementioned agreement in accordance with its provisions.

Article 3 states that this Decree shall be published in the gazette and enforced with effect from its date of issue.Issued on August 19, 2014.

Royal Decree No 47/2014 ratifies the agreement between the Sultanate of Oman and the Kingdom of Spain on avoidance of double taxation and prevention of income tax evasion, signed in Muscat on April 30, 2014.

Article 1 states that the aforementioned agreement shall be ratified as per the version attached to this Decree.

Article 2 states that this Decree shall be published in the gazette and enforced with effect from its date of publishing.Issued on August 19, 2014.

Royal Decree No 48/2014 ratifies the agreement between the Government of the Sultanate of Oman and Government of Bulgaria on mutual encouragement and protection of investments, signed on February 3, 2007.

Article 1 ratifies the aforementioned agreement as per the version attached to this Decree.

Article 2 states that the Decree shall be published in the gazette and enforced with effect from its date of issue.

Issued on August 19, 2014. – ONA Royal Navy of Oman (RNO) celebrated today the departure of Al Mabrookah ship/cruise after thirty years of service.
