: His Majesty Sultan Qaboos bin Said has issued a Royal Decree as follows: Royal Decree No. 6/2013 Establishing Al Rafd Fund and Issuing its System.
Article One: As per this decree, a fund called 'Al Rafd Fund' shall be established. The Fund enjoys its juristic personality and financial and administrative independence.
Article Two: The Fund premises shall be headquartered in the Governorate of Muscat and may establish branches or offices in the Sultanate, as per a decision from its board of directors.
Article Three: The provisions stated in the attached system apply to the Al Rafd Fund.
Article Four: The Al Rafd Fund shall take over all the assets, liabilities, rights, obligations and records of 'Sanad' programme of the Ministry of Manpower, Generating Sources Projects of the Ministry of Social Development, and the agricultural and rural women projects of the Ministry of Agriculture and Fisheries. The takeover shall be according to the mechanism that will be agreed upon between the Minister in charge and the chairman of the Fund board.
Article Five: The employees of the Ministry of Manpower, the Ministry of Social Development and the Ministry of Agriculture and Fisheries, who are carrying out obligations or assignments or works related to the 'Sanad' programme, Generating Sources Projects and the agricultural projects for rural women shall be transferred with the same degrees and financial allocations; in coordination between the Minister in charge and the chairman of the board.
Article Six: The Chairman of the Al Rafd Fund Board of Directors shall issue the bylaws and the decisions to implement this decree and the attached system after getting the approval of the Fund board of directors. Till such bylaws and decisions are made, the laws and systems applied to the units of the State administrative apparatus shall apply to the fund and its employees.
Article Seven: Cancels all that may contradict with this Decree and the attached system or contravenes with their provisions.
Article Eight: The decree comes into force from the next day of its publishing.
