Conference of heads of supreme courts of Arab countries starts in Oman

Muscat: Seventh Conference of Heads of Supreme Courts in the Arab countries began at Al Bustan Palace Hotel under the auspices of Sayyid Haitham bin Tariq Al Said, in the presence of Their Highnesses, ministers, undersecretaries and judges. Conference hosted by the Sultanate, represented by the Council of Administration of Justice and lasts for two days.
Dr. Sheikh Ishaq bin Ahmed al- Busaidi, President of the Supreme Court and Deputy Chairman of the Supreme Judicial Council, delivered a speech during the opening of the conference in which he said that the Conference comes as a continuation of previous conferences and developments in the period between the two meetings.
He added that the judiciary is one of the constitutional guarantees for the protection of rights and freedoms and the resolutions of conflicts, adding when the judiciary is fair, the economy grows, investment booms, rights are restored, grievances are abolished, social security and peace prevail, pointing out that the periodic conferences of Heads of Supreme Courts is a good practice and an opportunity for consultation aimed at establishing an Arab judicial system that takes ethics of the judiciary from history.
Dr. Sheikh Ishaq bin Ahmed Al Busaidi, affirmed that the Omani judiciary received royal care and attention from His Majesty Sultan Qaboos bin Said, as it witnessed during the past decades a new and modernised formulation that strengthened its position and raised the level of its performance, to become a key pillar in the modern State of Oman, following the luminous words of His Majesty Sultan Qaboos bin Said, Chairman of the Supreme judicial Council, in the annual sitting of the Council of Oman in 2011, namely: We, with the help of Almighty Allah, are keen on the development of the judicial and regulatory institutions in order to achieve our aspirations to consolidate the state of institutions, so we have supported the judiciary and its independence is a committed duty, and the respect of its decisions without favoritism is a foregone matter as everyone is equal before the law.
Dr. Haider Ahmed Dafallah, Chief Justice of the Supreme Court of Sudan and Chairman of 6th Conference delivered a speech in which he said that the Sultanate has made rational steps in developing its judicial system during the last period, that makes it deserve to be a model for the independence of the judicial organs to fulfil their noble mission in community, a mission that supported by the Basic Law of the State of Oman in the text of the Article 60 thereof.
Ambassador Abdul Rahman Al- Solh, Chairman of the Research Center for Judicial and Legal Studies in the Arab League said in a speech that the Sultanate is accustomed to host Arab meetings to support every Arab action that seeks the goodness and the advancement of this nation, and the active participation in all effort to raise standards of people and give the Arab issues all attention.
Sheikh Khalid bin Rashid Al Manwari, Secretary General of the Administrative Affairs Council for Judiciary said that hosting of the Sultanate to this Arab judicial gathering at its highest level comes out to support joint Arab action and the conference aims to consolidate the constructive cooperation of the supreme courts, and the work to find effective mechanisms for the exchange of ideas, insights and benefit from the different experiences in judgments and judicial principles.
The conference addresses a number of important themes: Litigation Alternatives, Reconciliation Committees (the Omani and Arab experiences), Problem of Delay in Deciding Cases - judicial Congestion (the causes and solutions , the Lebanese experience in solution), discussion of the draft for an Arab agreement to implement the provisions of bankruptcy issued by Arab courts and its implementation in the Arab countries, in the light of comments received from the Arab countries among others. Delegations from Mauritania, Sudan, Lebanon, Egypt, Tunisia, Palestine, Jordan, Iraq, Yemen, UAE, Bahrain, Algeria, Djibouti, Saudi Arabia, Somalia, Qatar, Kuwait, Libya, Morocco, the Comoros, the Arab Center for Legal and Judicial Research and the United Nations also participated. -ONA
